And, Tapangu Tribe Ecotourism Association was established in 2006 then. Operating ecotourism under "One-stop service system" and "Fund collecting mechanism", Tapangu Tribe Ecotourism Association is considered as a successful case in Taiwan. Tapangu Tribe, an indigenous tribe located in Alishan, Chayi County, was taken as the study site to explore the development and dilemma of ecotourism in this research. Qualitative research methods such as in-depth interview and on-site observation were involved in collecting information and advices from residents, staffs and tour guides of the ecotourism association. While the opinions and comments from academics as well as government officers did a great deal of help to the author for understanding the whole business. After analyzing and composing the data collected, the results are as follows: 1.Cognition and attitude of the ecotourism developing are extreme among the residents of Tapangu Tribe. Communication and coordination are needed to be promoted. 2.The assistance from academics as well as government officers is essential to the ecotourism mechanism developing. Especially, government officers should recognize the tradition and culture of the indigenous tribe before any policy or strategy is proposed. 3.Negotiating with dealers is necessary to make "One-stop service system" and "Fund collecting mechanism" feasible. 4.Traffic condition and coordination problem are the main dilemmas. Moreover, treasury and hardware facilities as well as ecotourism courses are craved in Tapangu Tribe. 5.The uniqueness of Tsou’s traditional culture based on its fecund agriculture is treasurable. The results of this study can help Tapangu Tribe Ecotourism Association to review their strength, weakness, opportunity and threat. Furthermore, the comments of this research could be a guideline of other indigenous tribe for developing the ecotourism.
