| Summary: | 碩士 === 銘傳大學 === 公共事務學系碩士班 === 96 === Bribery is the biggest obstacle of election in Taiwan. It makes election overbalance and blind eyes of constituents to vote in representative. On the other hands, it is still the obstacle to Taiwan’s democratic advance.
The objects of this research are: (I) Bribery process of the legislator’s election in “Multi-member district with single non-transferable vote system, SNTV.” (II) Election of legislator has bribery in “The single-member district and two-vote system.”, or not. (III) Different electoral system has the influence to the bribery of legislator’s election, or not. (IV) To understand what’ is the reasons of the bribery, and to bring up some suggestions.
This research was conducted through in-depth interview and secondary data analysis. It is concluded that the climate of bribery is declined in the new electoral system, but the influence to the bribery of election is still existed. There are the different appearances of bribery in the different electoral system: (I) Time of buying vote is different: In a SNTV system, vote-buying could happen anytime during the course of the election; while in a Single-District Two-Votes System, vote-buying only occurs during parties’ primary elections and the window period of legislation. (II) The different objects that you are going to vote-buying: the object of vote-buying is that

constituent in SNTV but the vote broker in “The single-member district and two-vote system.” (III) The influence in local factions is declined: The influence of local factions to election is big in SNTV. The significant impact to SNTV is the influence of the factions because candidates only need to local factions on consolidate voters'' supports for some certain candidates, he can win the election. The influence of local factions still exists in the new electoral system, but it’s declined.
