The goal is to achieve its basic objective of national strategy. In other words, the achievement is to make Japan become a “Normal State”. Japanese modern defense posture already affects the security situation of North-East Asia. The research goes back to the process of national defense policy and forces realignment of Japanese Koizumi Administration from April, 2001 to September, 2006 and the reason of the realignment. In addition, the thesis also evaluates the role of Japan in North-East Asia regional security affair after the realignment of national defense policy and forces and the influence of regional security environment. Through the analysis framework of “Political Systems Theory”, the thesis indicates external factor which is international level included the United States, People’s Republic of China and North Korea and internal factor which is domestic level included political power, strategic objective and core mission. Two levels inter-affect the operation of Japanese political systems and also affect the production of the policy of Japanese national defense policy and forces realignment posture. At the same time, the thesis also observes the feedback effect on the policy implement. According to the research of the thesis, the change of Japanese national defense policy corresponds to Japanese geographic location and the change of international security environment and has cause and effect relation with each other. The reason of the change of Japanese national defense policy is Japan will execute the realignment under internal demands and supports when facing external pressure and threat.
