Summary:碩士 === 國立成功大學 === 都市計劃學系碩博士班 === 96 === In the past, Taiwan focused its public transport policy more in the large-scale cities than medium-sized and small-scale cities. The characteristics of travel demand in medium-sized city were different from large-scale city and therefore should not use the same transportation policy or strategies. The public transportation of medium-sized city is relying mainly on bus system, however due to the lack of services residents often choose to use private transport. This paper reviewed the public transportation policy in medium-sized city and provided some suggestions for consultation. Because of the population in medium-sized city are less than large-scale city, the para-transit system should be suitable which can provide better LOS. This paper evaluated the feasibility of the para-transit system for medium-sized city and provided some suggestions including made choice and other relevant supplementary measures. Hualien City was selected for case study. It factors of evaluation include cost, environment impect, social welfare and so on to provide practical suggestions for reference.
