Emperor Kang Hsi used to say that pirates are like scabies. However, pirates have never vanished. To live on the vast sea, pirates, though being not powerful enough, were still the suffering of the merchants and the people year after year. The group of pirates in the coasts of Fujian and Zhejiang area during the Emperor Chilun (1795) and Chiaching(1810) of the Ching dynasty is the main scope of this research. And this research is focus on the Tsai Chien’s group since its rise and die, to discuss the process of the organizational structure and operation of the pirates, and to understand the organization and operate of pirate groups. In the end of Chilun period, the Chi government faced a lot of problems, but the lack of resolution of the ability to lead the pirates in the early years of Chiaching. During Chiaching period, the numbers of pirates rose day by day, but the Chi government was unable to put forward solutions. So, the pirates at the Chiaching period were well-organized, to such extend that the government dealt with pirate problems difficultly. Then, Tsai Chien gathered crowds to attack Taiwan, but he failed. The main references are the files of Chi dynasty, which are collected in the Taipei Palace Museum, to discuss the problems between pirates and government, the rise of pirate groups, and the influence of the government. We focus on the eastern ocean development and expect to understand the pirate activities during the Chiaching period. By understanding the process of Tsai Chien’ group’s rising, for example, source of pirates, arrangement and deployment, way to obtain goods and materials, interaction between pirates and government, and the government’s policy to annihilate pirates, we can get more clear information than before, especially in the modern sense of interest in the contradictions in female pirates, pirates, and governments.
