E-learning is suggested to be implemented, so as to effectively reduce the digital divide between the urban areas and rural regions. In order to diminish the digital divide between the urban areas and rural regions, the Taiwan authority took the initiatives in 2004 to start e-learning implementation. The research subjects of this study included some of the “Digital Opportunity Centers” (DOC) established by the government in 2004. The qualitative method, naturalistic inquiry, was used to explore current DOCs operational situations and their encountered problems. At the same time, this study conducted content analysis to identify the successful experiences of similar DOCs nationally and internationally. In this way, the key factors for the success of DOCs operatnions would be asserted. With the anlyais of previous literature and in-depth interviews data, this study can provide the recommendations and suggestions for the national policy for the success DOCs operations. Thus, the digital divide between the urban areas and rural regions can be mitigated. The purposes of this study were shown below: 1. “Content Analysis” would be used to identify the successful experiences of similar DOCs nationally and internationally; 2. “Naturalistic Inquiry” would be employed to explore certain DOCs operational situations and their encountered problems; 3. Based on the result findins, this study may provide the recommendations and suggestions for the national policy for the success DOCs operations. The objectives of this study contained two important parts. The first part focused on gathering literature reviews related to ten successful local and overseas community technology centers (CTC). The elements led to their successes would be discussed organized systematically. The second part focused on analyzing and discussing current performances of ten selected local DOCs. On-site interviews with the mamagers from these centers were also conducted. Eventually, the cross examination of various data would be carried out to compare and make contrasts the results. Through the analysis of all related and relevant information, the findings were presented: 1. The four main factors contributing to the effective operation of community technology centers (CTC) were unit composition, course service promotion, operating resource and operating objective of learning centers. 2. Even though the fact that no major problem was observed pertaining present operations of the local DOCs in Taiwan, two potential problems were discovered from the analysis of the data in this study. They were the difficulties in promotion and future autonomy. 3. The recommendations and suggestions for the local DOCs in Taiwan were: a. Amendments to regulations concerning the establishment of the local DOCs. b. Educating community individuals to have appropriate learning attitudes toward e-learning c. Stengthening the operating resource managements of the local DOCs d. Carrying out the performance analysis for each of the local DOCs
