The reason explores the characteristic content of that school culture. By thorough understand its formative factors, patterns and function. The researcher has found that different cultures exist between “excellent instructional team” and ordinary schools. Some feasible strategies and suggestions for shaping quality schooling and school culture follow the conclusion. The researcher applies ethnographic approach in ten months and observed the case school. Through group and individual interview and document analysis, the researcher gathered data. There are seven main points of conclusion: 1. The “Excellent Instructional Team” puts school ethic as a priority. There’s positive teachers’ culture. 2. Effective, excellent instructional team may be composed of either grade-level or whole-school teaching staff and it takes years of continuous efforts to accomplish. 3. The significant difference between an “excellent instructional team” and other ordinary school is: “the excellent” cares more about teaching and curricula aspects. 4. Principals play the major role in developing school culture, especially the teacher culture. School principals’ “smooth style” works well and is worthy of being advocated. 5. Experienced and tenure teachers may lead the school culture. They play the critical role in shaping quality school culture and should be respected and fostered. 6. The excellent instructional team helps to advocate teachers’ professional cooperation and innovative culture at school. 7. The rapport between community parents and teachers has significant impact on the development of teachers’ culture.
