Summary:碩士 === 國立東華大學 === 公共行政研究所 === 96 === Due to the developing trend of feminist movement, the international women’s organizations have acted from the female’s interest, and further developed the concept of “Gender Mainstreaming”, in order to fight for the interests and rights of all genders. The concept of “Gender Mainstreaming” has also become a considering factor in our government when it comes to develop new policies. In 2005, the Executive Yuan have launched “Ministerial Gender Mainstreaming implementation program”, and provided relevant study programs through Civil Service Development Institute, in order to increase public servants’ awareness on this issue. But despite all these efforts, there are still a large proportion of the civil servants failed to acknowledge and understand this new concept! And it makes people doubt about the practicality of such concept and policy. This study will review the policy implementing methods and relevant stakes, and ways to persuade stakeholders to undertake such concept and policy and turn it into a social value. The methodologies used in this research include: literature review, case studies and interviews. There are four objectives in this research. The first objective is to review the policy formulating process and relevant theories of “Gender Mainstreaming” and the ways of implementing such policy. Secondly, review the factors influencing the content and implementation of such policy, in order to provide basis for further studies. Thirdly, use “Civil Servant Training Program” as a case study, to review the impacts and results of developing and implementing such policy and the difficulties they encounter. Finally, provide practical solutions for future implementation of the policy. This research has come to the following conclusions: firstly, this policy was initiated by feminist groups and should gradually pass the responsibility over the executive branch of the government. Secondly, “Gender Mainstreaming” study program has been a success, but different programs should design for different needs. Finally, a performance appraisal system is needed for the future continuation of the policy.
