Recent years, consuming financial is maintaining prospering. More and more consumers owe lots of card debts and are unable to pay off. It becomes serious social problems. These consumers mired in economic difficulties may liquidate debts with an easier process than the current Debt Liguidation Law; thus the Law of Consumer Liquidate was passed three-reading procedure in the Legislative Yuan on June 8th, 2007. Under the process of making a policy, analyzing and discussing “Who” provides social problems and sets the “Agendas” become important tasks in the study of public agenda. The following article is based on the theory of setting agendas and study the lawmaking process of the Law of Consumer Liquidate by content analysis. The main purpose of this study is to discuss the procedure of setting agendas of the Law of Consumer Liquidate. Then, it may easier to understand the developments of agendas and the interactions between those who set the agendas. Also, analyzing the coincidence and the interactive relationship between important variables, public agenda, media agenda, elite In the legislative process of the Law of Consumer Liquidate, the elite agenda always played an important role. It affected and led the development of the agendas setting. The legislative elite and the judicial elite were main actors and supporters. Although the industrial elite and administrative elite provided different opinions and became obstructions in the legislative process, the strong attitude of agenda setting still led the way of whole agenda setting. Also, it combined the public agenda at the crucial point. Moreover, at the beginning of developing the issue, the public agenda hadn’t been collected as a specific opinion or a standpoint until the legislative elite and the social groups pushed it forward and it gradually affected the agenda setting. The problem of card slave was the “trigger” for opening the agenda. Although the mass media brought up the social problems of card slave and the issues of unliquidated personal debt, this issue was unable to enter to the governmental agenda and be solved. Thus, the legislative elite and the judicial elite were the force of core in the process of the agenda setting. In the past, the studies of agenda setting mostly focused on the discussions of interactions between public agenda and policy agenda, media agenda and public agenda, as well as media agenda and public agenda. However, through these “bi-angnda” relationship, these discussions were still unable to handle the process of agenda setting actively and interactively. Through the following study, there is a mutual interactive relationship between public agenda, media agenda, elite agenda, and public agenda in the process of agenda setting of the Law of Consumer Liquidate. This relationship has the relative effects as well as the leadership to the issues; also, different issues develop different changes. Besides, this public agenda, the Law of Consumer Liquidate, isn’t led by single agenda. It is led by public agenda and elite agenda together. Thus it can be seen that it is difficult to distinguish which agenda leads the public agenda. At last, reviewing the documents, the academic community of public issue never put equal effort on the study of comparative analysis, based on the importance of the agenda setting.
