Also, when implementing such military manpower policies, the military manpower planning goals such as budgets, position fulfill rate, mercenary and conscription rate, promotion rate, retired rate…, etc. must be taken into consideration. Thus, current noncommissioned officers and soldiers manpower planning issues are so complicated that we can not formulate nowadays human resources planning problem as a single-objective programming model. Therefore, this research took into account seven army noncommissioned officers and soldiers manpower planning objectives mentioned above to formulate nowadays army noncommissioned officers and soldiers manpower planning problem as a goal programming model. Also, the objectives were analyzed to test the feasibility of the proposed model. The army noncommissioned officers and soldiers manpower planning horizon of this research is five years, one can use rolling manner to plan the future manpower planning.
