In order to exchange the assistance of energy and economy, North Korea usually carry out the brinkmanship toward other countries just for their own security and the embarrassing situation of domestic economy, furthermore, for the call to their internal people and the stability of political power. To prevent from the proliferation of Weapon of Mass Destruction, representing The United States, not only President Bill Clinton but also President George Bush both hope to dissolve the problem of North Korea by negotiating modus. “Six-party Talks” immediately becomes the platform which tightens the contact between each country. During many conferences, being mainly actors, North Korea and the United States both consider power equilibrium in the northeast Asia. Therefore, it is worth to take a view of the development of the game of negotiation between North Korea and the United States. This paper adopts the perspective of “Brinkmanship” to regard North Korea as the main object of study, to explain the responding elements of USA and related countries by observing several times of raising the crisis intensity by North Korea. The findings of this study is, despite North Korea try to reflect on her rationality and use the way of “cut all means of retreat” in order to intimidate the remnant nations of the Six-party Talks, the outcome is going to vary according to the true from the false of brinkmanship she would take. On the contrary, each country gains the negotiating platform of self-interest in nuclear crisis of North Korea, and furthermore the inner problem of North Korea is another unstable factor to cause nuclear crisis in the future.
