Especially in education, it is the main cause of excess school teachers. To solve the excess problem, in some cities, substitute teachers are recruited to fill in the vacancies of full-time teachers and abate the impact of excess school teachers. However, some parents still hold bias and distrust for substitute teachers. Thus, search for a fair and objective method to select substitute teachers who can cooperate with the school administration, devote themselves to teaching, and meet the expectation of parents is the main purpose of this study. This study applied Fuzzy Analytic Hierarchy Process (FAHP) and linguistic variables to the evaluation in the oral test, in an attempt to be able to select the true talented teachers by providing this even more objective method than traditional evaluation systems. In the research process, the opinions of each expert were considered with the aid of FAHP. Through discussions and calculation of check selections, indicators and weights were created. Based on the selections of fuzzy linguistic variables on the evaluation form, scores could be calculated. Finally, the calculated scores were further analyzed and compared with those derived by traditional evaluation methods. According to the research statistics, it was discovered that compared with traditional evaluation methods, the proposed FAHP-based method was more appropriate, objective, robust, and human-centered. Therefore, it is a good method for selecting talented personnel.
