碩士 === 國立新竹教育大學 === 區域人文社會學系碩士班 === 96 === Abstract The foreign policy of Taiwan has loosened due to the influence of globalization in the recent years. The implementation of the tourism and economic “Go-South” policies by the government and the uprising of agencies have induced the widespread phenomenon of interracial marriages in which Taiwanese husbands marry a “foreign spouse” from the Southeastern Asia. During the globalization process of Taiwan, the influences of these new immigrants are gradually emerging by which numerous family, social, cultural and education problems are also induced. Due to the above issues, policies and resource allocations are developed and planned by the government from the perspective of the foreign spouses in hope to assist their swift adaptation to the Taiwanese society. The purpose of such policy is the hope that these foreign spouses can adapt to the life in Taiwan and be able to educate their offspring in Taiwan. The objective of this research is to study the daily life counseling service implemented by the government for the foreign spouses in Hsinchu City and to determine whether they fully understand the function of these services in order to utilize them. This research employs the questionnaire survey and utilizes the “questionnaire of the awareness and utilization of the daily life counseling service implemented by the government for the foreign spouses in Hsinchu City” survey composed by the author as the research tool. The students who have attended the life adaptation class of a certain elementary school in the East side of Hsinchu City in 2006 are selected as research subjects. A total of 27 surveys are distributed. The 10.0 Cochran Q test of the Statistical Package for the Social Sciences (SPSS) is utilized to analyze and elaborate on the “awareness of the daily life counseling service implemented by the government for foreign spouses”. The four point Likter scale is used to analyze and illustrate the “utilization of the daily life counseling service implemented by the government for foreign spouses” in additional to the detailed interviews. The conclusion is derived as follows: 1.The counseling service by the government is well intended; however, the information acquiring methods of the foreign spouses are mostly from family and friends (Taiwan, hometown). Very few of them obtain information through media broadcast. 2. For those who have participated in the life adaptation classes, it cannot be denied that they do obtain knowledge from the class, such as passing the motorcycle/scooter license exam, language learning, gaining respect for diverse cultures, and understanding holidays and festival customs, which they become aware of through the hard work of the teachers. This is also one of the performance accomplishments of government counseling service. 3. However, the result of such implementation has not reached 100%. The reason is determined to be the insufficient information transmission channels. In addition, the language ability of the foreign spouses has not reached the communicative level; as a result, public polices in the format of government articles and provisions are impossible to reach the population of foreign spouses. Not only does such policy waste public resources, it also leaves problems faced by the foreign spouses unsolved. The government should come up with other policies so that its good intentions do not end up discounted. Suggestions 1. Encourage the employment of foreign spouses in the industrial sector. 2. The government should simplify the naturalization procedure and set up specialized department to assist with applications. 3. The government should utilize the first-line community members—village and district chiefs who have well-established communication channels. 4. Provide different levels of teaching for foreign spouses with different language levels and organize qualification examinations. Keywords: Foreign spouse, life adaptation, life counseling service
