Summary:碩士 === 國立花蓮教育大學 === 教育行政與管理學系碩士班 === 96 === There are four purposes in this study: (1) Discussing the theories about Total quality Management (TQM); (2) Exploring the perception of elementary school staffs about TQM; (3) Comparing the perception difference about TQM between people with different background; (4) According to the results, author offered useful suggestions about strategies and executive programs for TQM. Questionnaires were used for data collection. Samples were draw form elementary schools’ staffs in Yilan by Stratified random sampling. 327 of 364 samples with complete answers, the effective ratio were 90%. Frequency, percentage, mean, standard deviation, t-test, ANOVA, and coefficient of correlation were used for data analyses. The findings of this research: 1.Elementary school staffs’ perception about TQM in Yilan at moderate level. 2.There was significant difference between people with different background. 3.There are positive relationships between professional cognition, management willing, and management behavior. Suggestions about this study are as follow: 1.Offering the trainings about TQM for elementary school staffs to intensify the cognition about TQM 2.Promoting female teachers, specialized course teachers, education level under college level, or seniority between 11-15 years to participate training of TQM. 3.Forming strategic alliances to execute TQM effectively. 4.Promoting TQM to every elementary school in Yilan, and establishing new operation model to help each school develop its own strengths.
