In order to accomplish the purposes, the research adopts documentary research and questionnaire survey to explore the principles, methods, problems, solutions, functions, necessity, validity of the moral leadership in the perspectives of its concepts and its practices. According to the results, expecting this research can provide some significant suggestions to the public schools’ principals of Hualien County to implement the moral leadership and establish the virtuous school in the near future. The subjects of this study with the samples of three categories: first, primary schools’ staff , the randomly selected sixty schools from one hundred and two public primary schools of Hualien county based on four different sizes of class, and adopted six to seven employees including the principal, teacher as well as administrator, and teacher; second, the educational staff, the randomly selected from the Educational Bureau of Hualien county from seven departments total twenty-one staff; third, scholars & experts with sample size of twenty, randomly selected from northern、middle、southern、eastern four areas in Taiwan based on the choose of conductor. Total number of questionnaire is four hundred and forty-one, and totally sent out and returns by mail. The data of questionnaire is processed by the description of statistics; variation analysis; Scheffé statistics to test hypotheses; for statistical analysis under the SPSS for Windows 12.0 statistics package software. After analyzing and organizing the data collected, the researcher reaches the following conclusions: 1.The variant aspects of sex, age, seniority, position have effects on principals’ moral leadership. 2.The implementation of moral and value leadership is well affirmed as important and essential school leadership by the teachers. 3.The practice moral leadership for the public primary school principal is feasible and possible. 4.The principals should face the dilemma of implementing morality and encounter some problems such as pressure from powerful but illegal side. 5.The principals adopt justice, transformational leadership and so on as effective solution of moral leadership problems. 6.The function of moral leadership for the principal such as the following of staff by sincerely, the trust among the members of school, the harmony of organization, the improvement of professional and affirmation of community work very well. 7.The school staff, education administration, scholars and experts reach the highly agreement of the importance and validity in moral leadership, but from the perspectives of the primary concepts and practice, the senior better than the junior, the male better than female. 8.The most investigators agree to have complete system and hardware as well as the sufficient educational resource to implement the moral leadership appropriately. 9.The key issue of moral leadership is whether the perspectives of concepts and practice are totally matched. 10.The moral leadership is deep consideration of leadership, the principals need to meet the requirement of the ethical rules and practice them in heart , so the goal to establish the virtuous school will be accomplished in the short time. To synthesize the conclusions, the researcher proposes the concrete suggestions to practice and improve moral leadership as follows: 1.Educational administration should put the moral leadership as the principal’s training program, to ensure the principals become the virtuous leader. 2.The principals should make the concrete principles to practice the core value of moral leadership. 3.The principals should take care of members of school, treat them as family. To improve the relationship of trust and harmony among them by using transformational leadership and leadership substitutes. 4.The principals should insist the principles of fair and justice to overcome the pressure from inward and outward of school, which violated the value of moral leadership honestly and responsibly. 5.The principals should encourage the staff to criticize the unreasonable “status quo”,at the same time to motivate and reflect himself to create the professional community and ethical environment. 6.The school administration especially principals, educational administration, scholars and experts should put the most efforts in establishing virtuous school, in order to accomplish this goal they should create the system of principles, rules, professional program and schedule to achieve then to keep evaluating, progressing until it become perfect.
