This research explores the Post-development discourse to review the official text and practice of urban development and urban conservation. In the urban development aspect, the policy of the New Chiayi City Hall Project, is actually tightened with the development concepts. Development is presented as synonymy of economy and modernization. Conservation is set as the opposite of development. Therefore, conservation is described as negative device in the development policy, and considered as hindrance of development. In the urban conservation aspect, the practices of conservation produce placeless objects, which lose the authenticity. In fact, “conservation” is a cultural imagination of modernity and professional myth in the making of policy, and in conservation technology and management. However, the conclusion of the post-development stance on urban conservation discourse is: First, the mistaken definition of development excludes the context of place, and it destroys the unique place-recognition. Secondly, conservation is not and shouldn''t be the product of modernization. To transcend the existing development discourse about conservation is the only way to redefine the value of place.
