碩士 === 國立高雄第一科技大學 === 應用日語所 === 96 === Abstract Taiwan and Japan are all located in the earthquake area, surrounded by Pacific Ocean in Asia. Therefore, earthquake happens frequently. After experiencing big earthquakes, both Taiwan and Japan make more efforts to do prevention against natural disasters. About the precaution attitude, Taiwan has become more active on the disasters prevention than before. However, due to the natural disasters experiences and environmental complexity of Japan, Japan government and the people are more active and positive on the disasters preventing works than Taiwan and Taiwanese people do. According to the analysis of these two countries’ questionnaires, the awareness of disasters prevention of Japanese people is also higher than the sense of Taiwanese people. The cooperation of all Japanese citizenry, the definite disasters preventing responsibility of the government and the rising of “Non-profit organization” (NPO) are the reasons to prompt the disasters preventing ability of Japanese people. The highly cooperation of the people is the most important reason. It’s also the first step to become a natural disasters preventing society. As for the disasters preventing education, after been to serious earthquakes, both Taiwan and Japan made lots of revolutions. In order to raise people’s disasters preventing awareness, Taiwan government most attaches importance to the disasters preventing education in school. It is hoped that national “disasters preventing equipment” (CPE) can be cultivated by education in school. Japan government also puts lots of attention on the raising citizens’ CPE, especially emphasizing the importance of the communication among disaster-prevention areas by education. With understanding the characters of the regional disasters, the disasters preventing education can be extended from school to the communities, and the ability of disasters prevention can be raised.
