Limited by its complicated domestic laws and regulations, Tokyo not only fell far behind London and New York gradually, but was also threatened by Singapore and Hong Kong. Accordingly, Japanese prior Prime Minister, Ryutaro Hashimoto, consulted the experiences of the financial reformation in the United States and the United Kingdom, and then established a cross-department financial reformation team. Through research and negotiation, the team proposed a concrete feasible final report. According to the contents of the reformation plans, they carried them out cautiously step by step according to the open schedule. It has been ten years since the financial reformation. Because of the gradual positive effect, the status of Tokyo has been raised notably in the international financial market. Financial systems did not exist in Taiwan previously. After being governed by Japan in 1895, the financial systems were soon established by means of commercial banks mainly. From 1945 to the present time, the financial systems of Taiwan were basically inherent from Japan ones. Until late 1990’s, when Japan reformed her financial systems, Taiwan then followed. The performances of the financial reformation are positive and effective in the United States, the United Kingdom and Japan. Both the United States and the United Kingdom which are similar are the countries of marine laws and their financial market structures. Hence, after amending the law briefly and lifting the limitations of foreign exchange control in Japan, the foreign capitals from all over the world have been poured into the country. Under free market systems, the functions of markets in Japan have been immeasurably vital and have strengthened their status of leadership in international financial markets. We can observe that Taiwan is geographically close to Japan. After carrying out financial reformation projects efficiently, the performances in Japan are even more outstanding. Thus the effective example of Japan’s can be a reminding mirror to the authorities of Taiwan. Therefore, the thesis aims to compare the financial reformation systems between Japan and Taiwan, and furthermore to conclude Japan’s strengths and Taiwan’s weaknesses in financial reformation.
