Hence, decision maker should set priorities for pavement maintenance and assign maintenance cost, included worst-first and preventive maintenance strategies are a topic for study. This study collected some roadways IRI values and the volumes of traffics,in Kashsiung and applied Utility Theory to build up a roadways maintenance budget decision support system. It is hoped that developed system can provide a better methodology to assign fairly to the roadways maintenance budgets. The paper tries to apply the right treatment to the right pavement at the right time, and set up a system comprehend worst-first and preventive maintenance. The results showed IRI index and traffic index weight 2:1, there is an optimum assignment in maintenance strategy.
