There are 68 cases of chemical accidents reported in emergency response information center in Taiwan during 2003 to 2007 were collected and analyzed statistically. In addition, this study also used “Root Causes Analysis” to systemically trace the main causes of the accidents. According to analysis results, the primary cause of the accidents was driver’s behaviors which include incautious operation, traffic accidents and violation of operating regulations, which in 64 percent. Truck conditions were second cause of the accidents which include flat tire, failure of welded joints of tank and truck body, engine overheat, which in 20 percent. Third cause was tank-related includes weld etch and tank hole, which in 5 percent. Other causes were in 11 percent. Moreover, the accidents are classified into three different types: overturning in 60 percent, leaking in 65 percent, fire/explosion in 15 percent. The results can be applied to the planning of emergency response and human training to reduce frequency of the accidents. Therefore, the administration of the chemicals and company should make great effort together to prevent and control chemical accidents, in order to better protect transportation safety.
