This new recognition system does not have the image pre-processing stage 、license-plate locating stage and the character segmentation stage. This new recognition system is suitable for community parking lot with some controlled conditions.The 1-D non-recursive discrete periodized wavelet transform can derive the transformed coefficients with one single transformation. In this thesis,certain transformed coefficients are treated as license-plate features. And the new license-plate recognition system consists of the 1-D NRDPWT and the back propagation neural network. The experimental results show the recognition rate can be as high as 94%.
