Questionnaire survey is utilized on this study. The teachers in public elementary schools of Pingtung County are spot-checked and among the questionnaires 616 are valid. The conclusions of the study are as follows, 1. The teachers are satisfied with the principal’s servant leadership, and they agree most on the principal’s “democrative and open minded”. 2. The teacher’s organizational culture is classified high level, and they perform best on “basic belief.” 3. The teacher’s school organizational effectiveness is classified high level, and they perform best on “teachers’ professional performance.” 4. The teachers who serve in a school having more than 25 classes, or its school history under 15 years or who hold a concurrent post as a director of the school have more perception of servant leadership. 5. Female teachers, teachers who hold a concurrent post as directors, and teachers serving out of cities and remote areas have more perception of organizational culture. 6. Female teachers and teachers who serve in a school having more than 25 classes or locating in cities and towns have more perception of school organizational effectiveness. 7. The better servant leadership a principal practice, the higher school organizational effectiveness is. 8. The better organizational culture a teacher can percept, the better school organizational effectiveness is. 9. The better servant leadership a principal practice, the better school organizational culture is. 10. The principal’s servant leadership and organizational culture has remarkable prediction on school organizational effectiveness, and “teacher’s culture” predicts most school organizational effectiveness.
