碩士 === 國立臺南大學 === 音樂學系碩士班 === 96 === When governments animate the policies of local culture, it should depend on the non-profit-organization practicing into the primary line. It is a important part to animate Community Music. To be role of grassroots commonalty, Chai-yi city Music Association raise funds for organizing community bands and giving many kinds of music activities about band, Chinese Music, chorus, string and jazz .She also help the local government holding some Festivals like band, Chinese Music, chorus with the ideal of Community Music. Especially, the Chai-yi Band Festival is one of internationally celebrities until now. The members of Chai-yi City Music Association try hard to lead community peoples to participate music activities and help holding the 2000’s Asia-Pacific Band Festival successfully so that the Chai-yi City Hall will host the 2011’s World Band Festival. I am one of the members who participate the process of practicing Community Music and collect the primary data from 1986. Through interviews and participative observations, I record the development track, compress with Community Music and analyze the relationship between the Association and government. Then I orientate the Chai-yi City Music Association to be cultural department of grassroots, a brokerage of art non-profit-organization and entrepreneurs.
