The irreplaceably special security services, belonging to one circle of the national security defense category, shall be charged with handling of special matters related to the President and the Vice President and their families, and also including the body security service of the relieved President and the Vice President, the candidate and the elected for the President and the Vice President and some specific people. This task, whether success of not, connects with the security of the whole country. The Department of Security Affairs in Office of the President is the core unit to handle special security affairs. Since the ROC (Taiwan) Office of the President Organization Act was enacted in 1948, and its organization structure doesn’t adjust itself to general election of the President, the tide of freedom and democracy and the diversity of an open society, thus causing much organizational deadlock, uncertain organizational position and malfunction. It is in urgent need of performing a new organizational position and innovation to meet the need of times. This study has found that, after considering the necessity of security affairs, most of countries like United States, United Kingdom, Mainland China, Japan, Thailand and Israel, decide to adopt functional departmentalization as the base of organization structure. They all have successful experiences for Taiwan to go by. After much deliberation and deep analysis through documents analysis and interviews method, this study suggested some improvements in direction of organizational position and innovation for the Department of Security Affairs, Office of the President. Expecting to reach the goal of organizational position and innovation of the Department of Security Affairs, Office of the President, we bring up 3 items of law norm, 6 items of practical operation suggestions and 2 items of study prospect, including the improvement of occupational activities and organizational structure, to lift personnel ranks, to confer with budget and personnel power, and rational responsibility and duty of the office. We hope to keep up the morale in high and to strengthen the Department of Security Affairs as the leader of our secret services office, and assist it to bring intergrading our secret service agencies into full function, so as to achieve the goal of our special security affairs.
