Generally, the first procedure of a highway’s design is through survey , and then goes through basic design and detail design. In the duration, we need to collect and investigate the basic information of traffic density, geology of engineering, hydrologic weather, earthquake, communal tube etc. of the route area. The indispensable items of the collection and estimation before route selection are the preserving information of academic books and excavation, the developing of region and locality, and the analysis of territorial use and the predict demand of traffic. The Ministry of Transportation And Communications published “The highway route design code” on January 12th, 2001, applied to the highway design of Taiwan. This research arranged the design items and parameters of the code, including the plane linear design, profile linear design and transverse cross section design. We apply the reference theorem of optimal design to provincial highway of extended Tai 2 Geng line,to select the most suitable route. To formulate the highway route should consider the terrain condition and geology condition to keep clear of the sensitive geology area where is dangerous, and avoid large digging to decrease the destroy of nature scene. We discuss and divide the route planning effort to plane and profile by route planning principle, planning criterion, planning standard, route standard cross section. The research is proceeding the synthetic benefit estimation of the new developing roadway which is long more than 34 kilometer aim at the route form, traffic demand, developing of locality, tourism price, building immigrate, geologic environment, conservation of water and soil, ecological environment to choose an optimal design highway by roadway engineering, bridge structure engineering, geotechnical engineering, conservation of water and soil engineering, scene engineering, traffic engineering. and select the most agreeable design in all thinkable engineering cases, to accomplish the aim of the driving safe and the most economical of engineering cost and protecting cost.
