Every critical in-ternational port in the world is numerous and confused to develop port logistics, in order to provide high quality of logistics service, increase the value of the product affixture, promote the competition ability of self, and with expect to construct a high-efficiency logistics distribute environment, promote a whole transportation and cost effectiveness. According to the different development condition of each port, make it have a different competition condition while establishing international port cargo distribution center. Consequently, this investigation draws up how to control and use strategic resources to develop the unique key capabilities, then, strengthen the core competence. Based on the literature review to Balanced Scorecard(BSC) and key capability, as well as questionnaire survey and importance analysis, 25 criteria and 22 key capabilities are used to build the model for evaluating the key capability of international port cargo distribution center. Then, a case study of port A is used to demonstrate the computation process of the proposed model.
