A well layout design can improve the overall executive performance of facility planning. Grounded in the facility layout literature, the facility layout theory has been used as a modeling tool for manufacturing and non-manufacturing industries such as logistics service, warehousing, and hospital. The airport terminal provides equipment and space for passenger and baggage services. Therefore, it should provide effective facility layout to facilitate smooth passenger movement. Based on the facility layout perspective, this study adopts the system layout planning to analyze passengers’ process and the relativity of areas at the airport passenger terminals. This study sets up different terminal layout alternatives and establishes a mathematical model for evaluating the plans, and uses the terminal II (T2) of Taiwan Taoyuan (CKS) international airport as a case study. The objective of this study is to minimize flow-distance between areas and find the optimal length and width of these areas. Airport operators can evaluate the performance of alternatives and select the best one. All alternatives calculated by the facility layout model can provide the optimal length and width of all areas. The results show that facility layout may affect the design of passenger route planning and influence the minimum flow-distance in the airport passenger terminal. A comparison of the best layout obtained in this study with the present layout of T2 reveals that the present layout might have greater flow-distance. This problem can be resolved by reducing the number of rows or make concession area alongside the lounge in the same row to reduce passengers’ walking distance.
