The intention is to serve as educational and administrative bodies and schools in the development of information technology into the teaching and learning communities after education policy implemented. In addition, understanding the reasons why small counties did not involve in the teaching of information technology for learning communities. This will help to analyze the future development of information related to education policy reference. The first step is to collect, sort, categorize, analyze the research related to the literature, as the basis for the establishment of research framework. Next is to do literature review on the preparation of income in Taoyuan County information technology into teaching learning communities implementation of the status of the questionnaire. The first draft, amended by experts, such as pre-trial procedures, as formal amendments to the questionnaire, and then the Taoyuan County Education personnel investigations and studies, taken from 503 elementary school teachers carried out a questionnaire respondents, a total of 436 valid questionnaires were valid response rate of 86.68 percent, and "the implementation of information technology education into the teaching learning communities outline of the interview," and "Primary implementation of information Technology into the teaching learning communities interview outline " and " not involved in the study and teaching of information technology integration into the community of the National Primary Education staff interviewed framework" to collect qualitative information. The last comprehensive literature reviews were the surveys and semi-structured interviews related to the study. According to the statistical analyses, the foremost findings were as follows: 1. Taoyuan County information technology into the teaching learning communities in the implementation of the status, basic equipment information to substantiate learning communities to solve the problem of teaching practice has yet to be efforts. 2. Cross school teacher team belongs to different schools, so the use of space-related equipment and the coordination segment will be more difficult. 3. The participation of information technology into the teaching of the small learning communities of education members can look forward to learning communities regularly participate in the study, education and information expert suggest to upgrade the professional skills and information more organized Knowledge-sharing between the community and counseling groups in human resources distribution. 4. School principal executive officer of the recognition and support will be the future implementation of information technology into the teaching learning communities. 5. Taoyuan County Education Office future planning of the implementation of information technology in education policy direction of the plan should trigger its divisions and apply teaching and learning activities, combining information to build All-round quality digital learning. 6. Taoyuan County in the future evaluation of information related to plans should include objectives and progress in the implementation of a rate, budget implementation and effectiveness of student learning projects. Finally, based on the results of this study , seven suggestions are provided for educational administration agencies, elementary school administrators and future research.
