The main object of this research is to probe into the meaning and the theoretical foundation of parents’ school choice, analyze the strait and situation of practicing the parents’ option of choosing schools in our country, and to investigate the differences and the teachers in Taipei County Elementary Schools whose sight of the difficulty and solution for carrying out the concept of elementary school parents’ choice to select schools. The way to study could be divided into two portions, reference and questionnaire, via inducing these two parts of study, this research has gained a conclusion that is followed. 1. The difficulty in administering the plan of parents’ school choice: A. The greatest difficulty in the section of idea practice of parents’ school choice is the query of Equality of Social Justice, secondly, the query of Equality of Educational Opportunity. B. The greatest difficulty in the section of laws and decrees of parents’ school choice is the lack of guidance about specific and integrated course; next is the local governments’ overlook; last is the interference with educational laws. C. The most strait about the aspect of school of parents’ school choice is the increase in school administrative operation problems, posteriorly is the ossification of school system, and the absence of progressive motivator, and lastly, it would be the matter that schools haven’t advanced their own characters. D. The straitest thing about the aspect of family of parents’ school choice is the intensification of poverty gap, the qualm about consulting the real needs of study is second to it, and then is the parents are not willing to, and unable to afford it. 2. The strategy for the difficulty in administering the plan of parents’ school choice: A. The primary strategy about difficulty in the section of idea practice of parents’ school choice is to fulfill the plan of Equality of Educational Opportunity, secondly, to accomplish the idea of Equality of Social Justice. B. The primary strategy about the difficulty in the section of laws and decrees of parents’ school choice is that local governments should further this project positively, the next is to draft the proposal of specific and thorough method for application, and the last project is to constitute the related laws. C. The premier cure for the bearing of school of parents’ school choice is the idea of distribute the educational resources reasonably; the second one is to reduce the problem about administrative course, and the last one is the thought of schools should develop their unique features. D. The present cure for the bearing of family of parents’ school choice is to get the schoolchildren’s needs for study, secondly, provide remedial measures to vulnerable groups, the plan of supplying various remedial measures would be the last one. 3. The differences between sights of elementary school teachers with distinct backgrounds and variables in Taipei County. A. Teachers with dissimilar seniorities have diverse points of view toward the bearing of schools of practicing the strategy and difficulty in parents’ school choice. B. Teachers who work in different school scales have diverse thoughts about the section of idea practice and the aspect of schools. C. Teachers in either liberal school area have different views of practicing the strategy and difficulty in parents’ school choice. Based on the above conclusions, we bring up the following suggestions: 1. Suggestions to educational administrative organizations A. In response to the transition of social types, people had better quickly animate the idea of parents’ school choice for the sake of putting Equality of Educational Opportunity into effect thoroughly in an increasing way. B. Government should draft the related laws against the plan of parents’ school choice which would be the basis to carry out. C. Set up the avenue avowedly for schools to recruit students in order to solve the problem about unequal allotment among students caused by practicing the plan of parents’ school choice. 2. Suggestions to Schools A. Enhance the procedures for administrative operation and the transition system so that the administrant problems about practicing the project of parents’ school choice can be solved. B. Develop Betterness Education to move up the educational quality and then accelerate the expression of parents’ school choice. 3. Suggestions to Parents A. Adjust the mindset for the sake of grasping the information on school choice actively. B. Participate in school activities and raise the conversation with parents and teachers, which helps to understand what exactly the schoolchildren need in learning.
