From the ongoing actions, this research intends to explore the status for elementary school implementing the peer supervising plan. Its main purpose is to understand the implementation benefits and difficulties for peer supervising plan onsite so as to propose accordingly to the educational administration, institution of teacher training, schools and teachers and so on. This research adopted the Sing-Fu elementary school as research domain, with a total of 23 teachers participating in peer supervising research plan. And through four phases in warm-up, exploring, transitional and deep level cultivation in addition to incessantly cycled modifications for the action strategies with over one year and half in duration, this research finally adopted observation, interview and documentation analysis, etc to proceed to information collection and summarization with final outcome of research findings in the end. From the findings, this research summarized into the following ten points in conclusions: 1. During the process of implementing peer supervising plan at Sing-Fu elementary school, peer teachers displayed the mainstay characteristics in participating to action research program, in addition to stating their positive views regarding this plan as well. 2. The implementation of peer supervising plan at Sing-Fu elementary school was basically an action research progress through incessant modifications. And equality, support and trust were the key elements for peer supervising plan implementation success. 3. Factors influencing the peer supervising plan at Sing-Fu elementary school included teacher’s personal concerns, principal’s insistence and mild and reasonable strategies. 4. The peer supervising plan implemented at Sing-Fu elementary school enhanced the understandings from peer teachers regarding peer supervising program and built the means for dialogue between the scholastic theories and teaching implementations. 5. The peer supervising plan implemented at Sing-Fu elementary school assisted teacher in locating the blind-spots in teaching in addition to awakening the teaching reflections. 6. The peer supervising plan implemented at Sing-Fu elementary school enhanced the classroom observation techniques for teacher in addition to enhance the teacher in professional growth especially with clarity, varieties with liveliness in teaching, effective communication, class management and goal oriented approaches. 7. The teaching observation and feedback sharing in the progress of peer supervising phase could inspire the teaching passions for the teachers in peer group, enhance the mutual support and cooperation between peers in addition to peer friendship and teaching confidence. 8. The peer supervising plan implemented at Sing-Fu elementary school opened up the enclosed teaching culture, cultivated professional dialogues in addition to the school atmosphere with research and sharing. 9. The peer supervising plan implemented at Sing-Fu elementary school did effectively upgrade the student’s learning interests, focusing abilities and learning performances. 10. The difficulties encountered at the peer supervising plan implemented at Sing-Fu elementary school included: Peer supervising was not legalized and institutionalized yet in addition to other issues unaddressed like teacher’s individual concerns, increase for the teacher work load, job stress and lack of time to fully support this program. Based the research summation, this study intends to provide relevant recommendations to educational administration, institution for teacher training, school and teachers accordingly.
