The data were collected by means of material collection, questionnaire survey, interviews and document analysis. Qualitative method was employed to understand the implementation situation of bilingual education class, to discuss the bilingual teachers whose opinions on implementation of bilingual teaching, and to analyze the difficulties that the bilingual teachers as well as the school administrators encountered when they impetus the experimental plan of bilingual education class, and how they manage with. The findings showed that, the implementation of bilingual teaching in public schools met the multiple demand of education in this modern age, but it should have the integrity plan and the consideration of correlation necessary measures. The government should positively draw up the policies, which were included bilingual teachers’ cultivation, the research and development of bilingual teaching materials, the establishment of the bilingual environment and the links of bilingual education, in order to promote the implementation results. Finally, correlation suggestions were proposed to the educational administration for policy to deliberate, to the schools for the experimental plan of bilingual education class, as well as following research reference.
