Therefore, this study attempts to review the status quo and the mechanism of coordination concerning public integrity organizations in Taiwan and to examine the current programs for such organizational reforms. Especially, the comparative study approach, which is used to compare features of public integrity organizations in Taiwan with those among Singapore, Hong Kong, South Korea, Japan, and other western countries, is applied in order to figure out an optimal path for organizational reforms tailored to the local settings. The in-depth interviewing, the Delphi questionnaire and the AHP methods were conducted to induce the principles and standards that organizational reforms should follow. Thus, the coming organizational reforms of the public integrity institutes may take the best strategy as a reference. The theory construction of organizational reforms for the integrity institutes includes various aspects, which can be narrowed down as the organizational typology and constructive functionalism, the theory of organizational design, the theory of organizational reinventing and the theory of organizational reframing, reforming and developments. The method of literature review will be taken in this part. Additionally, the methodology in this study will include comparative study, the Delphi method and the AHP in order to conduct data collection and analysis, which provides fertilized soil for better reforms or designs of public integrity organizations. This study will be split by several parts. The first part will be completed by data collection and literature review and some analyses will be done via discussion of organizational structures and types, general organizational theories, reforms and developments. Based on the results of analyses, a comparative study will also serve as a reference for the organizational reforms of the public integrity institutes in our country. The Delphi method using questionnaire then provides us a closer view of feasible paths for organizational reforms of public integrity institutes. Finally, the policy recommendations as well as the research conclusions derived from outcomes of the AHP method will be helpful for policy makers to determine the most suitable organizational reforms and designs for public integrity institutes in the settings of Taiwan.
