When this information is obtained by other people, not only will the privacy of the people be violated, the information can become a tool for con artists to use against the household. This can cause a serious threat to the well being of citizen.
This study has an unusual background, which the subject is based on the institutions required for registering household information, which are indicated by the “household information registers notification implementation's main point.” Due to the differences of the levels of the institutions for registering household information, their document filing processes, and their differences in the system of preservation and destroying the information, there is a need for further research on the safety and privacy protection for the circulation of the household information in order to prevent damage to people's lives and wasting social resources due to the information being obtained by others.
In today's complex society and the information environment under the popularity of Internet processing, it is a problem which needs to be taken seriously and resolved on the issue of whether the current laws and regulations are still applicable in meeting with today's fast moving information traffic and protect the safety and privacy of personal information under the development of the government organizations' computerized platform. The main topic of this study is to focus on the fact that the registration and circulation of household information are still being done by paper, and further analysis of the vulnerability and menace of the circulation of the household information with the primary organizations and units in the townships and cities that require those information. Then, this study also focuses on the problem of some common organizations that give less concern for the destruction of the process of documentation and destruction of the files. In bringing in the systematic operation concept of “document management” and “file management,” and by in depth interviews and using the Grounded theory, the investigation of the possible problems with the issue of information leaks and privacy violations by processing can be discovered. Then, by implementing computerized networking process, this research will try to find out the possible measurements to solve the problem as well as risk monitoring. Then through the suggestions and research, a suitable “household information registration process and household information destroying system” for the special background and environment of Taitung County can be settled, and it should solve the problem of the circulation of the household information between the primary government organizations and units to promote cooperation unity and service quality.
