Globalization is a worldwide phenomenon featuring borderless jurisdiction, people on the move globally, networked relations of interdependence, transnational governance and participation of non-governmental authorities. Global development makes various benefits for human welfare, but on the other, causes global crime problems such as human trafficking, drugs and terrorism, etc. The main purpose of this research is to investigate the concept and theory of the globalization and global governance, by using the crime of human trafficking as the starting point to discover the impact on politics, economy, culture, society and technology. Four analytic elements read as follows: (1) To analyze the evolution process of human trafficking; (2) To probe the gradual progress in globalization and global governance; (3) To study the relationships and impacts between government departments and the third sector under global governance. (4) To examine the current status of combating human trafficking by government departments and the third sector. In conclusions, five findings are made from the analysis: (1) The crime of global human trafficking is getting serious day by day. (2) The government department should put forward to strike human trafficking as quickly as possible. (3) The roles and functions of the non-governmental organizations should be emphasized effectively and quickly. (4) Governmental departments should utilize the non-governmental organizations to actively participate in the international community. (5) Governmental departments and administration of justice should work cooperatively with non-governmental organizations to strike global human trafficking crime organizations across the Taiwan Straits.
