The investment in the new hi-tech facility in Taiwan has been sharply reduced, resulting tough competition in this buyer’s market. Hi-tech facility owners are now turning to EPC turnkey construction package for their new projects. Engineering companies will need the integration and management capabilities to differentiate their operation strategies, so as to outperform competitors in this well-developed market and be able to implement such large-scale projects. The thesis examines the procurement and bidding process of one high-tech facility project by adopting the qualitative analysis and with available technical literature. The purpose is to identify a positive strategy for the company, as well as for the project. The thesis first outlines the construction industry in the high-tech market, explains the owner’s bid method evolvement, breakdowns the characteristics and the complexity of EPC project, looks into the influence of such a project to the company studied as well as to its core competence, and identifies the possible improvements on the systems, procedures, and operations for the better efficient of procurement. The thesis then focuses on the “cost-down” and “differentiate” of procurement strategy in practical views, and advances to recommendations on company operation strategy for the future. The research draws the following conclusions: 1. The strategies on the system and procedure: flexible procurement system, insist on just and ethical practice, enhance professional capability and negotiation strength, establish strategy alliance with subcontractor, establish risk control mechanism, and evaluate procurement efficiency by overall cost concept. 2. On Decision-making: Most beneficial decision-making point for procurement operation is derived by the formula established; forward-deploy procure operation shall be adopted to counter the character of the industry. 3. On company operation strategy: utilize group resources to the most beneficial point; improve integration proficiency on technology, construction, management, and resources; promote the traditional image on construction, endorse the development on know-how and management in both technical and informatics approaches; differentiate strategy to divert buyer’s market; build up professional expert image; promote business from foreign clients in Mainland PRC and in Vietnam, making the company an industrial leading brand. none 劉代洋 2008 學位論文 ; thesis 95 zh-TW
