Therefore, these parties assume that the contractor should be responsible for the safety and health of all staff. The labor department always quotes”The contractor shall follow Labor Safety and Health Laws made by authority to implement safety and health activities.” Construction contract documents usually lack reference to the relevant safety and health management regulations. Planning and design disciplines also tend to ignore the importance of construction safety, which should be fully considered during the planning and design phases of a project. In view of the above, the purpose of this research is to establish a system which integration with the consideration of construction safety risk into the engineering planning and design stage.We also establish some standardization process and related forms which application for the relevant units.Base on the system and standardization forms. We hope that can effectively reduce the occupational hazards and improve the overall safety management of performance.
