碩士 === 中國文化大學 === 巿政暨環境規劃學系 === 96 === Yilan County in which there are three sides facing mountain and one side facing ocean; it can be taken as a completed but closed unit here in Taiwan. The developed Taipei-Yilan Expressway since 2006 has enabled Yilan to become a part of Taipei basin. However, the following pressure of city development, the raising price of global food, the agricultural impact after joining WTO, the urbanization impact and other disadvantageous influences have led the urban land to encounter the crisis of farmland uses. The expanded farmhouses of industry and commerce have occupied the farmland and the irregular constructions have also damaged the original farmland resources and further resulted in scrappy farmland, destroyed the entire environment of agricultural production and decreased the protection efficiency of farmland. The farmland discussed here is referred to the farmland which is assigned to the normal farm belt and particular farm belt against the area planning and applied relevant theories and uses the experiences of Japan and German to take Tongle Village of Yuanshan Township, Yilan County as the example to first discuss the facing problems of current development of farmland and analyze the land uses restrain. Furthermore, we find out the development topic and trend of Tongle Village by using S.W.O.T and further make up the goal and strategy of farmland uses. We set up the goal of farmland uses of Tongle Village as “city countryside-based ecological experiment village” and take the agricultural production and life as the foundation in order to develop the additional ecology value. In the aspect of production, we combine the urban resource in order to develop Econ-valuable Vegetable and promote the experiment-based leisure agriculture. In the aspect of life, we match up the local characteristics in order to create the village scenery. In the aspect of ecology, we build up one sustainable country-like community. Moreover, we give a try to figure out the idea of farmland uses and look forward to take this operation mode as the reference of the farmland uses strategy of Taiwan.
