Starting from the 1980s, due to the deterioration of domestic industry environment, enterprises were searching for lower production costs to maintain competitive advantages; a trend of overseas investment hence formed. After 1990, Mainland China's reforms and open economic policy have led to a huge inflow of Taiwanese investment into Mainland China. In 2006, Taiwan businesses’ investment in Maniland China is as high as 63.91% of Taiwan’s total overseas investment signaling high concentration of Taiwan overseas investment in Mainland China.   In the process of economic development, capital accumulation and technique progress lead to one country's transformation of comparative advantage. Under international division of labor, it is necessary to adjust the industrial structures. From an industrial supply chain viewpoint, Taiwan and Mainland China are complementary in factors of production, manufacturing technology, research development abilities, and connecting to the foreign markets etc. Firms' supply chain transnational management and adjustment have functioned many years and come to maturity. Taiwan businesses have expanded production base to Mainland China one after another for seeking suitable factors of production combination to strengthen competitiveness. Once in production smoothly, there will be an inducement to export products to Taiwan. The trend of exporting products to Taiwan will increase in the foreseeable future.   Logistics demands result from industrial activities that creat the supply of goods. When Taiwan industry migration happened due to transnational operation and supply chain adjustment, on the whole, Logistics service demands would decrease hugely unless it had a new policy. For example, Taiwan become Global Logistics and Asia-Pacific Regional Operations Center and attract new logistics transshipment demands or in comparison with original logistics demands, the export-back logistics demands is just a small part of whole logistics demands. At this time, in addition to controlling the limited business opportunity of export-back logistics demands, we should break original business model. One of the best strategies is that both Taiwan and Mainland China markets combine to one. And we can build a logistics service system that incorporates export, import,and transshipment logistics demands on the basis of both Taiwan and Mainland China markets.
