If we just deal the client’s problem with military resources, it’s not sufficient for working efficiency and counseling effect. The military mental hygiene work hasn’t yet linked and integrated with social welfare organizations outside the military. Also, in formal documents, there isn’t any concrete method to construct resource network between military mental hygiene center and civil social welfare organization. In this condition, I synthesize the documents related to resource linkage and put emphasis on verifying the client’s information. This research constructs with six considerations which can decide the patterns of resource linkage. They are : willing of resource linkage, profit of the organization, calculation of the cost, the organization’s demand of outer resource, the counterpart’s demand of our resource and the cooperative formalization between organizations. To follow the features of bilateral organizations, I propose “coordination”, “team” and “strategic alliance” which are the possible patterns of constructing resource network between organizations. Then, to deeply interview the military mental counselors whose education level are above graduate school and the social workers of “social welfare service center” which belongs to department of social welfare, Taipei city government. This research probes into the possible resource linkage patterns that military mental hygiene center and social welfare organization of public sector could develop. It gives references to both sides for executing resource linkage in the future. Based on the research, the military mental counsel system may consider the “team” pattern first to link with social welfare organization of public sector. Because from each consideration which can decide the pattern of resource linkage, the interview result shows that the “team” pattern is the most unanimous one of both organizations. By the cooperative mechanism of this pattern, it can suit the demand and reach the overall benefit of both sides on integrated performance, and strengthen the willing of resource linkage between organizations.
