One of the strategic goals of China’s national construction is to be modernized with moderate income levels for every family in 2020 and the supply of energy will be a major factor affecting the success of its economic development and attainment of its strategic goals. Thia thesis analyzes how China uses its political, economic, diplomatic, military, and psychological resources to realize its goal of modernization. Besides the acquisition of energy, the guarantee of the safety of its energy passage through different continent and oceans is also an important consideration for China. China’s energy diplomacy will encounter pressures from international competition. For example, the United States will use its power to contain China. Japan will use its economic resources to compete with China for oil. Russia and India are both wary of China’s rise as a rival. The competition from private oil companies in the West will also limit China’s access to overseas oil fields. Moreover, the Kyoto Protocol will have negative effects on China’s energy consumption and economic development. China’s energy diplomacy will only affect the issues of energy but also pose direct threat to Taiwan’s national security. China’s energy diplomacy in Africa and Latin America, in particular, will further threaten Taiwan’s diplomatic relationship with countries which are located in these two regions.
