Summary:碩士 === 世新大學 === 行政管理學研究所(含博、碩專班) === 96 === Differing from the general civil service, the Coast Guard Personnel, the result from a new governmental recruitment system for Coast Guard Administration (CGA) human resources, is uniquely embedded an additional identity, which is, costal and maritime law enforcement agent. With the assigned duty, it is relatively important to educate the new blood essential knowledge and skills to secure the law enforcement actions being executed lawfully and properly. To reach the objectives, the main consideration focused on how to propose the optimum training schemes and the needs assessment of orientation training is then regarded the potential solutions. In the research, the methodology is based on a 3-dimension analysis, including organization, duty and personnel aspects. By virtue of academic literature and theories, interviews were conducted to CGA staffs to acquire different perspectives. There are four important research findings: (1) Organization Aspect: Despite the Coast Guard Personnel orientation training is not a evaluation of the personnel training achievement, it allows new crew to acquire not only the qualification of Judicial law enforcement agent but also the competence of dealing with public matters. Basically, the training has fulfilled the CGA’s needs, however, the reinforcements can be further put on training resources, training programs and trainers. (2) Duty Aspect: Being a GA staff, the essential requirements can be classified into core, professional and urgent abilities. The core abilities are law knowledge, maritime patrol and physical potency such as swimming and martial arts, whereas the professional abilities include maritime law enforcement, oceanic pollution prevention, life secure and crime detection. In addition, the judicial law enforcement, intelligence collection, gun shooting, official document writing and foreign language are considered as the urgent required abilities. (3) Personnel Aspect: the past experience is not regarded a matter on performance but learning efficiency. It is helpful to assist trainees on attitude adjustment and hurdles elimination. (4) Comprehensive Aspect: The training period should be raged from 4 to 12 months. And, the sequence and time on core and practical courses can be flexibly modified. Also, the time for each course program is easily limited by the length of training period. However, the technique employed in current training seemingly cannot efficiently boost practical skills. According to the analysis and assessment, the suggestions for Coast Guard Personnel orientation training are as follows: (1) the training course should be well designed in accordance with each aptitude. (2) “Sandwich technique” is approved in terms of the theory and practical perspectives. (3) The establishment of corresponding system is to design adequate course program in accordance with professional skills. (4) The determination of training technique should base on the initiates and objectives. (5) The prior consideration of the training length is mainly to approach the objectives. (6) The adequacy of training resources, the standardization of training program and the qualified trainers. (7) Cooperation with related training institutes through strategic alliance.
