It can not only cut down energy cost, but also signify its assumed leadership role in guiding the students through cultivating their energy saving habits with eventual further promotion of energy saving in a full scale fashion. The aim of this study is to investigate the effect of Taipei County National Junior High school in promoting energy saving strategies, the elements to influence the school saving energy, and the school staff’s perspectives on the energy-saving policy. The study finds that the personnel's value manner is the key point affecting the energy saving activities at school. In other words, the attention of the school principal and the implementation of compulsory standard measure, affects the support of entire school member. This research responds with the following recommendations: The policies should promote the establishment of medium and long-term plan, consolidating and integrating relevant organizations to prescribe a set of comprehensive execution plan, and the establishment of a set of all-inclusive compliance and incentive rules. On the execution level, it recommends schools to set up subsidy-mechanism, to handle the specialized study for saving energy, to promote the education for alternative energy, to avoid the frequent personnel changes, to set mandatory control measure, and finally to encourage the formation of taskforces.
