Summary:碩士 === 世新大學 === 觀光學研究所(含碩專班) === 96 === Wuling area is situated at Shei-Pa National Park. The Formosan landlocked Salmon stays in the Chi-Jia-Wan Creek of Wuling. The scenery is as beautiful as a Shangri-la. In 1963, the Veterans Affairs Commission got into Wuling to cultivate and to set up the Wuling-farm. They started to plant the law temperature vegetables and fruit trees. Because of the agriculture, the natural trees were fell down, water was polluted and the soil was washed away. It seriously changed the stream environment and threatened the residence of the Salmon. The National Park has been actively negotiating with the Wuling-farm to transform rapidly. So the VAC not only keeps lowing the percentage of the agriculture but also commissions the running of the Hoya Resort Hotel Wuling by OT in 2003 hoping to recommend funds and efforts to raise the recreational quality of Wuling area and to get the effect of transformation. Although the Wuling area provides a very nice recreational space for the public, the stakeholders, the VRC, the Taiwan Forestry Bureau, the Taichung County Government and the Shei-pa National Park, conflict with each other because of the different managing purposes. Thus, the study mainly researched the space developing process of Wuling to explain how the recreational space were formed by the stakeholders, to know what’s the impact through the process of formation and how they were made and to provide the tourism transforming strategies in the side of sustainable tourism to solve these negative impacts. The research methods are the quality inquiry, through the readings of related references to know the developing process of Wuling and how the stakeholders formed the recreational space, in depth-interviewed with the public sectors and the specialists, and to actually participate to realize the new situation of recreational development of Wuling. Finally, as it mentioned in the conclusion, the plan of changing the mass tourism of Wuling into sustainable tourism should be set up and practiced immediately.
