Due to the natural factors of labor intensive within this industry, human resource development therefore becomes indispensable for hospitality industry’s competitive advantages. The purpose of this study was to examine the relationship and its influence between the function and efficiency of human resource management.   This study investigated 67 international tourist hotels in north and south Taiwan, total 795 questionnaires were administered and 255 effective respondents were acquired. In addition, descriptive analysis, factor analysis, Person product moment relational analysis, and simple regression analysis were used to generate study results.   The results revealed that first, there is significant difference reported between line managers and upper managers upon their function of human resource management.   Second, significant co-relational relationship were found between line managers and upper managers upon their function and efficiency of human resource management.   Third, significant influence reported among the factors of function, efficiency, and organizational behaviors upon human resource management. Finally, the function of human resource management could evaluate and predict significant influence upon employee performance and organizational development eventually.
