Therefore, the study was based on Kelly’s Repertory Grid Technique. The subjects are two expert teachers and two regular teachers, and by comparing these two groups’ difference to provide reference for teacher proficiency development. The results on goals in citizenship education show that regular teachers only focus on fostering social citizenship and national citizenship, and emphasize on individual morality, personality and sound development. They also emphasize on each individual’s attitude toward the democracy. Specialist teachers, on the other hand, more emphasize on the citizenship’s ability of involving in international affairs. They consider that the citizenship should possess sound personality and self-value in order to complete oneself and take citizenship responsibility to contribute to the society and the world. The results on competence in citizenship education show that regular teachers focus on the techniques to work with others, moral standard, sound interactive behavior, positive value, rules of democrat council, cherishing of democracy, and respect of others’ rights and opinions. Specialist teachers more emphasize on the citizenship’s morality, knowledge, capability of criticism, self-value achievement, the structure of social relationship, democracy, understanding of right and obligation and social operation, international vision, folk culture, multi-culture. And join international activities, solve global problems, care about minority, and involve in environmental events. Expert teachers’ perceptions are better than regular teachers on both goals and competence in citizenship. And the possible factors which influence teachers’ perceptions are family background, educational background, life experience, associations, news and readings, curriculum plan, teaching experience, school policy, experiment research, citizenship seminar and education training. 陳麗華 2007 學位論文 ; thesis 208 zh-TW
