A Study on Preservation Process of the Hui-Lai site in Taichung

碩士 === 國立臺南藝術大學 === 博物館學研究所 === 96 === Under the supervisory of the Cultural Affairs Bureau, Taichung City, Director Ho Chuan Kun and Assistant Research Fellow Wheilee Chu from the Archaeology division of the National Science Museum, took charge of the excavation of the Hui-Lai Site in Taichung City. Chen Shen-Ming, a student at Tung-Hai University, discovered this site. A group of professional archaeologists from the National Museum of Natural Science（NMNS） took urgent steps to protect the site from further sabotage. However, an archaeological event turned into a social incident. So many political power struggles, conflicts in interests, culture strategies, social consensus and the spread of knowledge, were all involved. I reviewed the Cultural Heritage Preservation Law that was last amended in 2005, along with related literature and documents. After reviewing these materials, I was able to classify and organize them and use them to construct the basic framework of my research. Through analyzing the above-mentioned issues during the development of the Hui-Lai Site, this research focuses on the following core issues. First, the controversy solicited by the Hui-Lai Site is between the protection of a historic site and the need for social development. The point is to reach a balance. Second, this research reviewed the historic site chapter in the Cultural Heritage Preservation Law and related laws and regulations, to discuss whether the examination and designation of archaeological sites are appropriate and reasonable. Final, what measures did the authority concerned take when the site was sabotaged before and during the construction to prevent the site from irreversible damages? After case studies, I realized that the Hui-Lai Site is more than an expensive piece of land. It is a symbol of multiculturalism and should be shared by the general public. In this global world, we need to have a correct understanding about the protection of archaeological sites, trend of thoughts on conservation. We also need to protect our cultural assets, improve the education and research on archaeological sites, so that we can reach a balance between the economic development and the preservation of our culture.
