A film festival acts as a platform for movie professionals to attend screenings and discuss the artistic development of movies, and also act as a forum for film directors or writers to submit their works for evaluation and exchange criticism. What’s more is that a film festival is also a window for the general public to engage in cultural activities and expand their movie-viewing horizon and experience. Besides the above functions, the thesis discusses a film festival’s position in Taiwanese society and the cultural system. The case of study for the thesis is the “South Taiwan Film & Video Festival.” Although the film festival was only established a few years ago, its importance in society is marked in various ways. Generally, most film festivals are sponsored by government agencies or the NPO cultural, academic institutions or associations. This fact separates the South Taiwan Film & Video Festival among its peers for its special role and identity as being the first independent film festival in Southern Taiwan that is completely organized and sponsored on its own. This thesis analyzes the progress of how the local film festival host sets the goals and functions of the event and establishes a sense of local identity of the film festival while maintaining its features. Through film screenings and ad promotion of the film festival, the cultural qualities and channels that voice opinion for the local residents are built. This thesis provides a thorough and comprehensive observation on the South Taiwan Film & Video Festival, especially on the formation and execution levels, hoping to share with readers the experiences of how to organize and host a film festival, and the reflection of the film festival phenomenon in Taiwan in recent years.
