Especially for the WEEE and RoHS. The aim of this research was to set up the hazardous substance management system (HSPM) by using of qualitative research methods and focus on case study. The literature which related to European Union environment protect were collected and analyzed. Not only help to create the concept of envoronment protect but also help to establish the HSPM. For helping enterprise to realize the RoHS function and catching the custormers’ limit value of request. Some of the strategies was offered while HSPM was operated. Accordingly, this research use the IECQ QC08000 framework to work as a foundation of HSPM then intetgrate the system of management by contrct examination、product design management、material management、 manufacture flow management、 supply chain flow management and quality control management five constructions to operate HSPM. Meanwhile, some HSPM operating and controlling were discussed. Finally, successful key factors for HSPM , some prblems faced as well as HSPM performance were concluded. There were some suggestions for practioner and researcher. Therefore, this research can offer some refercences for following manufacturer or researcher while they apply HSPM.
