In this thesis, we discuss three feasible methods of VoIP monitoring, design and implement the SIP-based VoIP surveillance system that we recommend, make a reference for VoIP service provider to implement a monitoring mechanism. In addition to implement surveillance system, we also improve the performance of our intercept server in the serveillance system and verified by experiment. In experimentation, we observe and measure the effects of call establish speed, packet lose rate and delay time of voice packets which caused by our intercept server. Finally, our SIP-based VoIP surveillance system can record 100 VoIP calls at the same time while using G.711 u-law and G.711 a-law codec, and the other three codecs, GSM06.10, G.729a and G.723.1, it can record at least 550 VoIP calls at the same time.
