Some military camps have been left vacant and unused. In recent years, the needs for land have been increasing due to the aggregation of urban population and economic development in Taiwan. The central government and local governments are expecting that the military will be able to release idle lands for urban planning and development and local constructions. The land area is limited and the population density remains high in Taiwan. For working with local constructions and developing land efficiency, it is essential to comprehensively review the camps under military control. This paper aims at proposing a conceptual model dealing with the release of idle land for military use. The scope of this paper concentrates on non-urban land. The hierarchic decision support approach is used. During the first stage, the results obtained from Fuzzy Delphi and experts proposing questionnaires related to fuzzy hierarchy are used to establish a system for evaluating if land for military use should be retained or released. Such system can be utilized by the military as its internal assessment which is oriented to military needs. The second stage involves the use of analytical results on land suitability in Taiwan published by the Construction and Planning Agency, Ministry of the Interior. An overlay analysis is made on military camps in research via ArcGIS software so as to explore which military camps are suitable for public development. By considering both national security and the co-existence and mutual benefits shared by the military and the people, the analysis on the importance of releasing land for military use and suitable land development is made. Through substantial evidence analytical, it is conciuded that the hierarchical framework of study is practicable. The departments of military real estate management may refer to the results obtained in this paper while giving decision support for the camps on non-urban land .
